Jesus spoke to his twelve disiples and laid his hands on them.
2 And he called them by name, saying: Ye shall call on the Father in my name, in mighty prayer; and after ye have done this ye shall have power that to him upon whom ye shall lay your hands, ye shall give the Holy Ghost; and in my name shall ye give it, for thus do mine apostles.
He called them each by name and said,
You have the power to give the Holy Ghost.
3 Now Christ spake these words unto them at the time of his first appearing; and the multitude heard it not, but the disciples heard it; and on as many as they laid their hands, fell the Holy Ghost.

Since Moroni wasn't one of the twelve disciples, he didn't hear what Jesus said. So how could he know what he said?
Moroni doesn't mean what he says here. It wasn't Jesus's first appearing, not if you believe the Bible, that is. Jesus supposedly selected his apostles sometime before he was crucified. A year or so later (in 34 CE according to the official LDS footnote), Jesus selected twelve Nephite apostles. That's the "first appearing" that Moroni is talking about here.
