Where was Allah's throne when he created the heaven and earth?

That is the reward of Allah's enemies: the Fire. Therein is their immortal home, payment forasmuch as they denied Our revelations. 41:28

And He it is Who created the heavens and the earth in six Days - and His Throne was upon the water. 11:7
