The Divine Council is mentioned explicitly in Psalm 82:1.

God has taken his place in the divine council; in the midst of the gods he holds judgment. New Revised Standard Version Updated Edition

Here is this verse in the King James Version.

God standeth in the congregation of the mighty; he judgeth among the gods. KJV

The Divine Council is also referred to in the following verses.

In Deuteronomy 32:8-9, God divided the nations and appointed each to one of the gods. The Lord's portion was the land of Israel.

Here it is in New Revised Standard updated edition.

When the Most High apportioned the nations, when he divided humankind, he fixed the boundaries of the peoples according to the number of the gods; the Lord’s own portion was his people, Jacob his allotted share. NRSVue

And in the King James Version (which leaves out the bit about "according to the number of the gods.")

When the Most High divided to the nations their inheritance, when he separated the sons of Adam ... the LORD's portion is his people; Jacob is the lot of his inheritance. KJV

In First Kings 22, Micaiah has sees God ask the Divine Council (the host of heaven) for volunteers to deceive Ahab.

And he [Micaiah] said, Hear thou therefore the word of the LORD: I saw the LORD sitting on his throne, and all the host of heaven standing by him on his right hand and on his left. And the LORD said, Who shall persuade Ahab ... And there came forth a spirit, and stood before the LORD, and said, I will persuade him. ... I will go forth, and I will be a lying spirit in the mouth of all his prophets. ... Now therefore, behold, the LORD hath put a lying spirit in the mouth of all these thy prophets, and the LORD hath spoken evil concerning thee. 1 Kings 22:19-23

And in Jeremiah 23:18, Jeremiah refers to the council of the Lord (the Divine Council).

For who hath stood in the counsel of the LORD, and hath perceived and heard his word? who hath marked his word, and heard it? Jeremiah 23:18
