Thou shalt not steal. Exodus 20:15, Matthew 19:18

Ye shall not steal. Leviticus 19:11

Thou shalt not defraud thy neighbor, neither rob him. Leviticus 19:13

Neither shalt thou steal. Deuteronomy 5:19

The wicked borroweth, and payeth not again. Psalm 37:21

No, it's OK to steal sometimes.

Rachel stole her father's images. God didn't seem to mind.

God told the Israelites to "borrow" and "spoil" from the Egyptians during the Exodus.
But every woman shall borrow of her neighbour ... and ye shall spoil the Egyptians. Exodus 3:22

In Ezekiel, God says that the Israelites shall spoil those that robbed them.
Israel shall go forth, and ... spoil those that spoiled them, and rob those that robben them, saith the Lord God. Ezekiel 39:9-10
In Nahum the Israelites are told to take gold and silver from the people of Nineveh.
Nineveh is of old like a pool of wate ... Take ye the spoil of silver, take the spoil of gold: for there is none end of the store and glory out of all the pleasant furniture. Nahum 2:9
And the Apocryphal book of Wisdom says that the just stole from the wicked.
The just took the spoils of the wicked. Wisdom 10:19
